The Clinton Foundation HIV/AIDS Initiative assists countries in implementing large-scale, integrated care, treatment, and prevention programs to turn the tide on the AIDS epidemic. We partner with governments in developing countries to develop operational business plans to scale-up HIV/AIDS care and treatment. The Foundation is currently active in Africa, the Caribbean and Asia. The host governments take overall responsibility for the programs; the Foundation provides technical assistance, mobilizes human and financial resources, and facilitates the sharing of best practices across projects. The ultimate objective in each of these countries is to make high-quality HIV/AIDS care and treatment available to all who need it, and to develop replicable models for large-scale programs in other resource-poor settings.

Specifically, the Foundation provides technical assistance to governments in areas such as setting care protocols, training of health professionals, procuring and distributing medicines, upgrading laboratories, establishing effective patient information and monitoring & evaluation systems, and overall program management.

Finance Officer

Role
The Finance Officer will be responsible for ensuring compliance with Clinton Foundation accounting and financial policies for The Clinton Foundation HIV/AIDS Initiative offices in Jakarta, Jayapura, and possibly another location in rural Papua. A dynamic, entrepreneurial individual with expertise and knowledge of financial management and accounting practices and in-depth knowledge and command of financial administration of resources is desired.

Responsibilities

  • Work with the Indonesia Country Director and the accounting department at the US headquarters to manage monthly budget process and prepare cash flow projections and budget forecasting. The officer will be responsible for ensuring that expenditures do not exceed available resources and for adjusting budgets to available resources as necessary
  • Implement an accounting software for a better and integrated management of multiple sites
  • Prepare monthly financial reports, including bank reconciliations
  • Manage petty cash and oversee cash boxes
  • Manage vendor relationships; pay bills and invoices
  • Manage payroll for local employees, including salary and taxes
  • Manage multiple bank accounts
  • Examine all payment vouchers and checks made to ensure that they have been properly entered into the books and are consistent with Clinton Foundation requirements
  • Maintain an inventory of CHAI’s assets
  • Create Standard Operating Procedures (SOPs) for best accounting and financial practices
  • Perform any other duties as assigned by the Country Director

Education

  • Minimum requirement of 3 years of experience in Accounting/Finance and/or book-keeping responsibilities. Business, Accounting or Finance Degree is desirable. Exceptional experience will be considered in lieu of a degree.

Qualifications Required
Entrepreneurial, detail-oriented individuals with strong managerial, interpersonal and teamwork skills are sought for this role. Fluency in English and Bahasa Indonesia is required. Candidates must be Microsoft Office savvy, particularly Excel.
